Fear of the Lord: The Fear of the Lord is the Beginning of Wisdom

Why does the Bible say that "the fear of the Lord is the beginning of wisdom"? How do we gain this wisdom, especially in a culture that knows so little of this fear?

Were all the denizens of heaven and all the inhabitants of the earth to combine in open revolt against Him, it would cause Him no uneasiness. It would have less effect upon His eternal, unassailable throne than the spray of Mediterranean’s waves has upon the towering rocks of Gibraltar. So powerless is the creature to affect the Most High, Scripture tells us (when they revolt) ...He that sitteth in the heavens shall laugh.
